Typhoon Kalmaegi (locally named Tino) has brought significant flooding to Cebu City and other parts of the Visayas region since early Monday. At least 39 people have been killed by the storm in Cebu province, along with at least seven others elsewhere. One local resident described the flooding as “by far the worst we've experienced” in the 28 years he had lived there.
